SUBJECT: EYES ONLY – [REDACTED] ON [ABU ZUBAYDAH] AS OF 2300 HOURS (LOCAL TIME) 19 JUNE 2002

2. OVERALL STATE OF PLAY: [REDACTED] [ABU ZUBAYDAH] (SUBJECT) BEGAN THE ISOLATION PHASE OF THE [REDACTED] CYCLE ON 18 JUNE AT APROXIMATELY [SIC] 1600 HOURS. THE ISOLATION PHASE WILL CONTINUE FOR APPROXIMATELY 3 WEEKS UNTIL [REDACTION] RESUME CIRCA 11 JULY. WE UNDERSTAND THAT IT MAY BE NECESSARY UNDER EXCEPTIONAL/EXCEPTIONAL AND URGENT CRISIS CIRCUMSTANCES TO INTERRUPT THE CAREFULLY SCRIPTED ISOLATION AND RISK LOSING ITS INTENDED EFFECTS. WE ARE PREPARED TO COVER THIS CONTINGENCY. JUST TO REVIEW, THE GOAL OF ISOLATION IS TO INDUCE DOUBT AND UNCERTAINTY ABOUT SUBJECT'S DISPOSITION. DISRUPTING THE ROUTINE TO WHICH SUBJECT IS ACCUSTOMED AND LIMITING HIS CONTACT WITH PEOPLE WILL MAXIMIZE PSYCHOLOGICAL PRESSURE. ISOLATION WILL LIKELY BE DISCONCERTING TO SUBJECT ESPECIALLY GIVEN HIS AFFINITY FOR INTERACTIONS WITH OTHERS AND THE INTENSITY OF CONTACT HE HAS RECEIVED DURING THE LAST SEVERAL WEEKS. IN THE OPINION OF TEAM PSYCHOLOGISTS, INTERRUPTING ISOLATION UNDER ANYTHING LESS THAN EXCEPTIONAL/EXCEPTIONAL CIRCUMSTANCES MAY UNDERMINE THE PROCESS [IN] A WAY FROM WHICH IT IS DIFFICULT TO RECOVER. HOWEVER, IF AN [EXC]EPTIONAL/EXCEPTIONAL CIRCUMSTANCE OCCURS [REDACTED] A PREPARED PACKET WITH SPECIFIC WRITTEN INSTRUCTIONS WILL BE PRESENTED TO SUBJECT FOR HIS FEEDBACK WITHIN THE STRUCTURE OF THE ISOLATION PHASE TO MINIMIZE THE DISRUPTIVE EFFECT. RESULTS WILL BE IMMEDIATELY FORWARDED ALEC/HQS [REDACTED] TEAM MEMBERS IC SERE PSYCHOLOGIST, OPERATIONAL PSYCHOLOGIST [REDACTED] OFFICER ARE PREPARED TO HANDLE ANY DEVELOPMENTS WHICH MAY ARISE. 3. ATMOSPHERICS/BEHAVIORAL COMMENTS: SUBJECT SPENT THE TIME BETWEEN THE LAST REPORTING PERIOD AND THIS ONE COMPLETELY ISOLATED EXCEPT FOR MEDICAL CARE TODAY AT 1600 LOCAL. [REDACTED] SUBJECT APPEARED TO BE SULKING FOLLOWING THE "CRISIS PRECIPITATION" EVENT. AFTER OBSERVING HIS BEHAVIOR OUR ASSESSMENT OF HIS REACTION WAS THAT HE WAS INITIALLY FEARFUL, BUT CONTROLLED IT, AND THEN WHEN SUBJECT WAS NOT ACTUALLY HARMED, HE BECAME INSULTED BY THE WAY HE HAD BEEN TREATED AND STARTED TO SULK. HE SAT ON THE FLOOR, WITH HIS BACK TO THE WALL, AND HIS LEGS DRAWN UP TO HIS CHEST UNTILL [SIC] APPROXIMATELY 0200 LOCAL. AT THAT TIME, HE RETRIEVED HIS SLEEPING MAT THAT WAS PROPPED UP AGAINST THE WALL, LAID DOWN, AND COVERED HIMSELF WITH A TOWEL. HE NORMALLY LAYS ON HIS MAT WITH HIS HEAD POINTED TOWARD THE CELL WALL. AFTER HE WOKE UP, HE SHIFTED HIS SEATING AND RECLINING POSITION 180 DEGREES, SO THAT HIS GOOD EYE FACED THE CELL DOOR AND HIS HEAD POINTED TO THE OPPOSITE WALL. WE HAD NOT SEEN THIS BEHAVIOR PREVIOUSLY. HE APPEARED TO BE INTERESTED IN MONITORING FOR ENTRY INTO THE OUTER AREA BEHIND THE CURTAIN THAT SEPARATES THE CELL FROM THE REST OF THE ROOM. THE DRESSING CHANGES FOR HIS WOUND AND FOOD AND WATER DELIVERY HAVE SWITCHED TO A ONCE EVERY 24 HOUR SCHEDULE. FROM HIS PERSPECTIVE HE WOULD HAVE MISSED ONE DRESSING CHANGE, FIVE PRAYER NOTIFICATIONS, AND AT LEAST 5 ADDITIONAL VISITS TO PROVIDE FOOD, WATER, JUICE, ENSURE, OR EMPTY HIS TOILET. HE WOULD HAVE ALSO NOTICED THAT NO INTERROGATOR HAD VISITED HIM. HE HAS SPENT HIS TIME OCCASIONALLY PRAYING, SLEEPING, DOODLING, AND SITTING WITH HIS HEAD IN HIS HANDS. THERE HAVE BEEN NO SIGNS OF SEVERE EMOTIONAL DISTRESS. HE NO LONGER APPEARS TO BE SULKING; HE LOOKS BORED.

4. THREAT UPDATE: NO NEW THREAT INFORMATION TO REPORT AS OF [THI]S WRITING.

5. MEDICAL UPDATE: SUBJECT HAD [WOUND] DRESSING CHANGE X 1. HE RECEIVED DAILY RATION OF FOOD AND WATER IMMEDIATELY FOLLOWING THE DRESSING CHANGE. THE WOUND CONTINUES TO HEAL WELL. SUBJECT'S CONDITION REMAINS UNCHANGED.

6. ADMIN. NOTE: DURING THE ISOLATION PHASE, WHILE SOME MEMBERS OF THE [REDACTED] TEAM ARE IN CONUS [SIC], [REDACTED] THE MATERIAL INCLUDE ALL NOTES AND [REDACTED] VIDEO TAPES. WE BELIEVE THIS IS A PRUDENT MEASURE IN THE EVENT THAT AN UNFORESEEN SITUATION DEVELOPS AND A RAPID BURN TIME OR MOVE FROM THE FACILITY IS REQUIRED.
